but even when i have set the kb to 1000000000000000000000000000 :s it gives the error also when i remove everything.

Have you changed the disk quota for the groups?  Sounds like the file is larger than the maximum allowed for that particular group.  Check out the documentation (4.3 The group control panel).

the last thing that i done was added the files from the mod limits files

and now no 1 can upload anything

No - undo your modifications (reverting to a "fresh" version of your coppermine files, backup your modified files first) to find out.
