Yes I read that or some of it, but I have installed this on my pc, but I did not understand what I have to do now..

Read all of it twice. Then search through the forums. You have to be more specific. We can't read your mind. CPG is a complex program and we don't have time to repeat the entire manual to you.

Yes, a properly configured web server is one of the requirements of using coppermine.

You shouldn't worry about themes at this point if you don't even have a webhost.
