does anyone know if I can actually download a new theme???
And how do you add an image to the top of your gallery??

coppermine.sourceforge.net

there is a demo page where you can look at different themes, there is a download page that lets you download them.

you might want to also look at the docs before you embark on your coppermine journey.

One question per thread please!
You can preview many themes on the demo page (use the "choose a theme" dropdown to browse different themes), and you can download them in the download section (surprisingly), a link to it is at the top of this page. Scroll down on the download page untill you find the "Themes" section and download the theme you like (remember that your coppermine version and the theme version must match!).
You can add a static image by editing theme/yourtheme/template.html

Yea I have figured out how to find the theme and download it but how do I get it to work in my coppermine?

unzip it to your hard drive (preserving the folder structure of the zip file). If you download the theme "foobar" for example, you will find that unzipping it to your hard drive will create a folder "foobar", with all the files required for the theme within it. Just copy the whole folder "foobar" into the theme folder of your local coppermine copy, then upload it to your webserver. To view the theme, enter your gallery's url into your browser, followed by "?theme=" and the theme name, e.g. http://yourdomain.tld/your_coppermine_folder/?theme=foobar
Once you're happy with the theme, you go to coppermine config and set it as default theme.
