I've been uploading pictures to the userpics folder and creating albums. Then, I run the Resize Pictures script to create thumbnails and the Delete Original Size Photos script, but the original size photos aren't deleted from the userpics folder. The Resize script doesn't appear to be creating the "normal_[filename]" intermediate picture to replace the original photos in the album.

The uploaded files are generally 360 x 480 pixels in size. The default size of the intermediate photos is 400 pixels.

Could the problem be the file size?

1) Why are you uploading into userpics ?

2) It doesn't work like that - the delete originals script renames the normal_picture.jpg to picture.jpg.

1) I uploaded into userpics because that was the default setting on my Coppermine installation. Now that I have the albums created, it's too late to change the setting.

2) I thought the Delete Originals is supposed to set  "normal_[filename]" as the main picture and remove the originals from the userpics folder. Those files are still present in the userpics folder when I go to Batch Add Pictures.

Not true: by default, http uploads go into userpics. FTP-uploads are suppossed to go into sub-folders you're meant to create. Leave all existing pics as they are, but from now on do as suggested in the docs (read the batch-add section). Coppermine doesn't move files around.
