Permissions of administrator in groups

i will like to know if is possible and the way, that for administrator update/create categories/albums that was create/updated for others users

If I guess correctly, this would be the same as a requirement I have where you can assign admins to specific categories only.
e.g. you could have multiple admins each managins specific categories.  They would have full album and category admin rights, limited user rights (providing access or specifying roles of users) within those categries only.

I suppose this is a new request - but do you know if its at least possible?  Or if a MOD exists.?
