Hi,

What I want seems simple enough but I've been trying to achieve it for most of the day.

Can I give multiple users a gallery each (no problem) and then allow them to decide if unregistered users can upload to their galleries. (It would sem so).  I just can't seem to get it to work. I've set the group permissions ok and turned on "unregistered users can up can upload" in the gallery properties.

A simple step by step would really help at this point because I've been at it for so long now that I just can't think straight.

users can't decide to let other's view their gallery or not if it's not their very own "user gallery", but a "standard" album you allowed them to upload to. It would take admin powers to do that - and I'm sure you don't want to give them to regular users. If I get you right then the answer is: there's no step-by-step guide to this, because it can't be done.
Imagine this: if I invite you to visit my house, you're free to come or not, but you can't invite others to come.
