Can't upload pictures through the "upload picture"

everytime I want to upload a picture by using the "upload picture" link I receive following notification:

Try adding a /tmp directory to you website root (i.e. mysite.com/tmp).

If that doesn't work, you'll have to call the administrator and ask him where you are supposed to upload files to since he has blocked the system tmp file with a directory restriction.

Thanks for your help, but unfortunately it doesn't help me with my problem. I can't upload pictures with the "picture upload" and "xp_publish" function.

Permission problem: do you run your own webserver?
Maybe you're in safe mode? Try switching silly_safe_mode on.

I've found out how I can upload pictures without silly_safe_mode.

You should create a "tmp" folder on your root with 777 and it will be working

creating tmp folder didnt help me at all.
how do you swith silly safe mode?  and what are the symptoms if I have it turned on?
