Version of coppermine = 1.4.5(stable)
I have a user whose votes are not counted from one of his pc's.  His other pc, he can vote from.  When he 'votes' on the one that doesn't count, the screen refreshes, but it's not registered - almost as if he's pulling the page from cache. It's true on 3 different browsers he has on this machine, firefox, ie, and his aol browser.  The settings look write, i.e. accept cookies, and I cleared the cache.  Any suggestions on what to try next?

referer sending or cookies acceptance might be turned off or crippled, which will result in votings being ignored.

So would I look in his Norton Security, or Windows something, or something like that - thanks for the quick reply

"Norton Internet Security" is a crappy resource-hog that lures end-users into a false sense of security. In your case, it definitely is to blame. Enable cookies and referer sending there, or even better: get rid of it and find a plain virus scanner instead. This is client setup stuff and not related to coppermine though; for details, read the docs that come with NIS.

Yes to everything you said.  As you know, I can't change my users overnight.  I did, last night, read the doc of NIS.  I sent my user the NIS documentation on passing referring information http://service1.symantec.com/SUPPORT/nip.nsf/docid/2002110811290836.

Most importantly you gave me a place to start looking, i.e. url referer, besides cookies.  I will post here exactly what the fix was, when he figures it out, or I am able to visit him, and figure it out.  Thanks again for your suggestions.
