users cannot upload pictures to public albums

None of the members who are registered have the possibility to upload pictures to any other album other than their own album. I wonder why because I've set the group permissions so everyone can upload pictures to public albums but whenever they're trying to select an album only their own one appears.
Group permissions are set correctly, registered users are allowed to upload pictures to public albums.
What's wrong here? Why isn't this working?
I want registered users to be able to post into all public albums. But when I click onto the "album" section in the administration section I cannot change any permissions, either.
A step-by-step explanation would be much appreciated since I'm very new to this. Thank you.

so if you click on album list and go to an albums properties where it says visitors can upload files that is selected to yes?
