i never believed in a CPG problem, gut by luck i just ralized that all files extension named JPG not jpg are LOCKED!!???!

here a testfile (perm: 777) same content

All your links are broken - I get a 404 error. What's your actual question? What is "locked" suppossed to mean?

I've got 403 Forbidden error when I tried this:

check if you have any htaccess rule on albums folder or top folders for JPG files

We support coppermine, not mod_rewrite tricks. If you have issues with your .htaccess-file, temporarily disabled it. We have a strict "one question per thread" policy. If you want us to look into your coppermine issues, re-phrase your question and attach your screenshots or other images to your posting (using "additional options" when composing your message). Posting a link to the coppermine-driven pages you have issues with usually helps more than a screenshot.

I think what 'oreste' was trying to say is that coppermine doesn't allow the uppercase (.JPG) only the lower case (.jpg). This has been my finding anyway. Pictures exported from the microsoft paint program for example, appear as (.JPG) and you are required to simply change the case for coppermine to accept the file.

Sorry if you already knew this. Perhaps there is a way to fix this, but my research was inconclusive.

No please disregard the previous post. There is no issue when uploading .JPG files through the normal method. There is an issue with .JPG with custom thumbs, but thats related to a modpack and not to this thread.
