Is there a way when user create new album, to be able to create it in the some of the existing categories , or after pictures have been uploaded to the album created in the Users category the album to be moved (by admin ) in another category of the main gallery. Now the album can be only in the User Galleries category!

i no you can move the members cat into a dif cat but albums no all user albums have to stay in the user cat you can rename it but you cant move the albums out

Has been asked so often that it hurts: no, you can't allow non-admin users to create albums in public galleries.
You can not move albums from the user galleries into the public categories, using coppermine's user interface, but only using third-party applications like phpMyAdmin to move those albums around directly in the database (not recommended for newbies). The only option you have is moving the reference to files around (using the "edit files" screen).
As suggested, this has been asked before, so please read up the docs and search the board before asking in the future.
