How Do You Place Current Photo / Picture Url In theme.php ? ? ?

Hello i have been searching these boards for this for about a day and a half . . . and all the boards that i come that are asking the SAME question have been the only boards NOT ANSWERED . . .  . . .

I am hoping to be able to call the picture url for the page that is being viewed at that time . . . for example if you are viewing  /displayimage.php?album=22&pos=3
then i would like the url called that the image is being displayed.


FOR EXAMPLE :

When i place {PIC_URL} into my theme.php that is in the folder of the theme i am using when i view source code it is still {PIC_URL} and i would like it to be /users/.../image.jpg

i have tried hacking the bbcode mode because it calls the URL image but nothing i have tried works

PLEASE HELP ME I AM DYING FOR AN ANSWER

p.s. the good thing about surfing the forums for a day and a half are that i found some cool mods and stuff
