Option for chosing which fields are required or not in upload.php

Hello,

View Images it's great but view images with descriptions, titles and keywords, it's better.
However the most part of my users do not leave descriptions or titles, that's why in order to make these fields required I have made a small modification in my CPGallery.
Titles and descriptions make the gallery more interesting, they also make the gallery more SEO. Without them the search function is very limited.

So, I would like to have an option allowing the admin to chose which of these fields are required or not.
