Registered users can create album in public gategory even if i said no !!!

Hi
Registered user can create album in public category even if i said no in groups management If i said no for approve picture, album will stay in category !!!
In category parameter, i can't select who can create album, i can see registered and guest and i can't move it
If i create album and want to give exclusive acces to a member, i can't do this.
Can somebody help me ?

I can't create public album and give acces to only one member that he can upload files inside !!!

Create a new group Special (for example) and allow the group to upload to public albums.
Edit the user and make them a member of the Special group.
Edit the properties of the particular album and allow public uploads.

i had create new group "Special" in my phpbb forum and put a member inside

when i go to coppermine groups control i only can see "administrators, Registered and Guest" groups.

As you can see, i haven't got "Special" group created in my phpbb forum.
