is it possable to have one user in the group that has there admin control but another user in that same group that only can view but cannot upload files?

there are no users in the "guests" group - you refer to guests as anonymous users. because they are not logged in or have not registered. You can not make them admin.
Making other users admin is not recommended at all, since they will certainly break your coppermine install - they won't need admin rights to upload pics.
You have to understand the concept of groups: all users within a group have the same permissions, there's no exception. If you have a group "family" (who have the permission to add comments to the pics) and you want one member of the family (say "uncle Herbert", who owns a digital cam) to have upload permissions, you will have to create another group (called "family_upload") and make uncle Herb member of both the "family" and the "family_upload" group. After assigning upload privileges to the "family_upload" group, uncle Herb will be able to comment the pics the same way other family members can, but he will be able to upload pics as well (to the albums you specified).
