My albums are all private, except for one containing one picture. So, when an anonymous user goes to "Last uploaded" (s)he gets to see only one image.

However, if you change "Users can can have private albums" to No, then the anonymous user can see all uploaded pictures, thus defeating the purpose of having no access of the albums.

Is this a bug?

No it is a feature - read the above again :)  You are setting "Users can can have private albums" to No that means what is says - no albums will be private / protected

That's why there is a note in Coppermine config, the line says
QuoteUsers can have private albums (Note: if you switch from 'yes' to 'no' any current private albums will become public)
If you want protected albums, but you don't want users to actually have private albums, set "Users can have private albums" to "Yes" in config, then go to "groups" in the admin menu and set "Can have a personal gallery" to "No" for all groups and save the whole enchilada.
