Upload issue - still can't fix it

I've double checked all my settings and read all the posts I could find. I still couldn't get the upload to work. I noticed that where the picture should be showing, the link doesn't match the file name that is in the /edit folder?? There are files that are uploaded in the /userpics.

Using Linux fedora Core 1 & Apache 1.3.29

debug output only won't help at all, we need the error message and a description what you did when the error message appeared. A link and a test user account (non-admin) might help as well.
