In Coppermine Image Gallery, one can also upload images from other URL address.  Of course the images belong to the owner of different websites. Does this break Copyright law. What if I created a link or cite the source to the images. Or maybe the URL upload function just for "Internal" (inside you own website) use only? Any comments are appreciated.

It's up to the copyright holder to determine how you can use their images. Look to see if they have a notice on their site. If not, contact them.

This is why I disabled this feature on my site. I've had issues with this before and don't want them again. But I suppose it's up to the poster to decide whether they'll be breaking the copyright laws or not.
