get the version for cpg1.3.x and update it as suggested in the theme upgrade guide that comes with the coppermine package.

can you apply this theme to the actual 1.4 version or do you have to install the whole coppermine 1.3

No, you don't have to download cpg1.3.x
Just download the theme and modify it as suggested in the theme upgrade guide to make it work with cpg1.4.x
