Critical Error

I have read through several posts to correct the error that I am receiving.  I have even followed the troubleshooting steps.  None of the suggestions have worked.  Here is the error I am receiving:

The file 'albums/userpics/10001/CIMG1523.JPG' can't be inserted in the album

Unable to create thumbnail or reduced size image.

I have tried the steps in the troubleshooting uploads post.  Please help.
