please post one issue per thread, makes things better manageable and trackable.
Looking into your changes I discovered that you changed the default font from Arial to Tahoma (which is barely a matter of taste imo) and changed the alignement of the table cells in template.html, so my question is: is this absolutely mandatory to have for rtl-languages or is this just a minor cosmetical issue?

first , sorry about double issuing !!!
Tahoma as a persian font realy have better & readable shape than Arial ,
also when it comes to small font size, tahoma have better anti alias for persian so I've decided to use tahoma az a primery font insted of Arial,if you search the web for persian web site you could Barely find a site without Tahoma font as a primery font.
and as you said persian is RTL direction language so yes this is mandatory (if it's possible) , it's more look like a Persian document if we use table with right alignement.
I'm going to make some special theme only fo persian ( all RTL direction language) , I think this photo gallery deserve better theme :)

I recommend digging even deeper: if coppermine should become truely international, one and the same theme should be matching both for ltr as well as rtl languages, so the primary goal is to spot the spoilers in the code and dynamically change the alignement based on language direction. This would be for the benefit of multilingual sites (where one theme is being used to catter both ltr as well as rtl users).
Actually, one of our dev team members (EZ) has been working on rtl issues, but he's quite busy and hasn't managed to contribute very much in the past. You might want to take a look at the bugs boards and the known issues section in the docs to get an idea what needs to be changed in coppermine's core code to make coppermine work for all kinds of languages.
Bottom line: we appreciate your contributions, be it as particular themes or as code snippets to go into coppermine's core, but we prefer core code improvements to themes at any time.

yes you are right , It's a good idea to have one theme for both direction .after searching the forum i found these threads :

it's okey I'm going to check them and try to Core Mod. to support both direction.
