one-pict-one-vote?

to avoid multiple/pushing votes I am looking for a way to let the user rate a single picture only once. Does anybody has an idea how to figure this out?

PS.: usig cpg 1.4.9 bridged with smf, so a lot of the user-management ist done there, too)
