Two Titles and Descriptions?

Sorry if this is addressed somewhere else. I've looked around and tried to search the forums but not sure what keywords to use.

Here's a screenshot from the site because the site is set up as private.

I've just filled in the lower title and description fields but that data doesn't show up on the image's page. The upper fields do work. I'm just wondering why the second set is there.

They are probably set as the 'custom fields for image description' in config.
