Like it says, sorry for the stupid question but I checked every folder and can not find the php.ini so I can increase the file size allowed for upload. Can someone point me in the right direction? I didi a search in the forums but could not find the answer.

The file is not part of the coppermine package, but a server configuration file. You're probably not allowed to edit php.ini. Unless the server is yours to administer, you probably don't have access to it. As Sami suggested, you're welcome to ask your webhost, but chances are low that you will be allowed to edit php.ini.

So is there any other way to have my pics resized during upload? Or do I have to resize before upload?

If you can't increase the file size then you need to resize them locally (on your local pc) before upload
