I have this same problem...

I have created 5 categories and a "test" registered user account.  When logged in as my test user and try to upload a photo, I get that same message "Sorry there is no album where you are allowed to upload files".  It gives me the option to "create/order my photos" which is creating my personal gallery.

I have checked that my "test" user is in the "registered" group, and have checked "groups" and the setting for public album are set to Public Albums Upload: Allowed Yes, Approval No.  What else should I check?

If you want to test, you can log in with test as user and pass as password.

Its a totally fresh install v 1.4.13, no bridges or mods yet.

No, you have a different one. You shouldn't have tried to hijack this thread, but started a fresh thread instead.

Uploads go into albums, not into categories. Categories can only contain sub-categories and albums, but not files. That's why you get the message that there are no albums where you could upload to - that's expected behaviour. After having created at least one album inside the public categories (or within the category root that equals "no category"), you have to specify explicitely that your users are allowed to upload files to it, using the album properties dialog.
Please read up the documentation, this is being explained in detail.
