when one of my users try to uploadan image the gallery tell him that he can cuz he doesn't have the permission to upload to the puplic Albums

Do exactly as suggested in the upload troubleshooting section of the docs and the next section named "asking for support on upload issues". Don't post debug_output unless requested (as suggested in the docs). Set permissions to allow users to upload to a specific album within the public categories by going to the album properties screen and setting "visitors can upload" to "yes".
