Where can i set the max limit that a file could have for upload ?

File size or dimensions? Anyway, both are set in coppermine's config.

ya, i figured it out. The problem i have now is when i try to upload a media file.
I wrote the file type in the config to be sure it's allowed, the file size is big enough, i made sure that there aren't any white spaces in the file's title..and after a while when it's loading, the page is refreshing and it gives me the Browser options again and nothing happens. It works for the images, but not media

The dimensions for video files can't be determined by the image libraries used by coppermine, so you have to specify them manually, as suggested in the docs: http://coppermine-gallery.net/demo/cpg14x/docs/index.htm#edit_vids

ok, but that step is for uploading via FTP (which is not my case, i haven't even made a folder for that), i used the normal uploading method like a regular user would do and i didn't got to the point where i could add it into an album and make a description

Who says so? What section are you refering to? I'm refering to the section of the docs named "4.9.1 Editing videos":

but don't i edit it after i upload the video ?...my problem is that it doesn't upload. I managed to upload only images and music

Then do exactly as suggested in the docs, section "asking for support on upload issues"
