Dynamic Image Borders based on table value

I am looking for any advice as to where one might begin to have the borders of images change in color based upon the value of a database field entry for each record/picture from the _pictures table  ('user4' field/column, for example).  I am able to change the border widths, colors etc., for all images in both the thumbnail/album view and in the intermediate and full-size image view using a database value.  Yet I can not accomplish the 'loop' I seem to need to have each image applied its own color...  I am using CPG 1.4.18 with the latest PHP...and everything else is working great.
