[PAID MOD] Category Manager assigned with Vbulletin Bridge + Mod by stramm

Recently our server got hacked, and we are having to re-install our coppermine gallery.  Before we had a few custom modification as listed below.  Unfortnately we have lost contact with the coder that created the original code for us and we are looking for someone to do the coding again.
Our category manager modification allows for us to assign specific category IDs to any user (staff member) of our choice giving them full admin features (uploading, batch adds, adding sub categories within their assigned category IDs).  The other mod was Mod by stramm one, it was fixed to work with vbulletin bridge.
