Good afternoon. Excuse if what not so, I from Russia. The module that users could create albums in all categories is necessary! Is such in the nature?

No. Has been asked and answered quite often already. Answer remains the same. Will be a feature in cpg1.5.x, which has not been released yet, and there is no know release date for it.
