Upload timeout for large pics

First, my webserver is running FreeBSD with apache.  Everything works great except for certain files.

When people try and upload large pictures, they get the error that they were unable to open the page db_input.php after trying for 60 seconds.  I have increased the default_socket_timeout from 60 to 600 as well as the max_input_time to 600 in the php.ini file to no avail.  Anybody have any suggestions?
