Admin create global albums only. Users upload to global albums

I have created categories, and under those categories I want to create global albums and allow all users to upload to those albums. Is there a way to do this? I couldn't find a plug-in for this type of operation. Essentially, I want users to to create their own and be allowed to upload to the admin created albums. If that isn't an option, I would like to at least make it so that I control the albums as admin and the users simply upload to only those.

Figured it out. Sorry, for some reason the settings were applied, but not taking effect. Got it working after clearing cookies/cache and re-attempting. Thanks!
