I never changed any settings but this error now occurs. My host claims they did not change anything. I did some forum reading and tried the following fixes but never worked:

Changing the settings of safe_mode, safe_mode_gid, silly_safe_mode, and folder permissions to 0777.

It is almost certainly either a permissions problem or an ownership problem.
It is a mistake to think you can solve any major problems just with potatoes.

The good news is my host seemed open to changing some server settings if that is needed. Can anyone help identify the problem from the above? If they can help me fix it, I am willing to make a small payment via paypal etc for their help. Thanks.

It looks like your host has tighter security for PHP than it may have had previously, not allowing shell execution functions now. You may have better luck under the current host circumstances by using GD instead of ImageMagick (Config->File Settings->Method for resizing images).
