I'd like it so that a category isn't able to be seen by certain users. and wondered is there a method to do so. thanks for your time.

Yes, it is possible. It is detailed in this section of the docs - https://documentation.coppermine-gallery.net/en/users.htm#user_cp
It is a mistake to think you can solve any major problems just with potatoes.
