Cannot access site

I tried to log in and my username / password have not changed but I got a message: Login failed. Try again.

I tried the forgot password link but got:
Critical error
The password reminder email can't be sent!

I looked in the database, my username / email are as expected.

We have another person in the office that can log in.  He does not get errors.

He's an admin, so I thought I'd create a new account and have him approve it.

I got this:
Critical error
The registration confirmation email can't be send!

I looked in the users table, and this user new user is listed.

Can you give me tips on what to investigate?

If using phpmyadmin, you should be able to enter the password you want and use the MD5 function so it gets encoded. (Remember to clear the salt field)
