USER2 and USER3 custom fields broken (?) in 1.3.2

For http://naturalwaterslides.com/photos, I had USER2 and USER3 custom fields showing, but since the upgrade to 1.3.2, those fields do not display.  I've ruled out theme as the cause, by trying Classic theme.

I'm reluctant to call this a bug, since often the problem is between (my) left and right ears.

Any ideas?

Are you sure they are still specified in config. 

Please supply a test user account, with upload permission and an album to upload to.
