uploading problem

I am unable to upload new images for a few days now. I keep getting the same error message
fatal error destibnation folder "\albums\userpics\10001" does not allow the program to perform changes.
What does this mean, and how do I fix it. I am not a programmer.

Look in the docs for 'safe mode issues', and try applying 'SILLY_SAFE_MODE'.

if that does not work, turn on debug mode, and post the full error message here.
