simplehost.com's auto-install fails

I just installed a fresh copy of CPG1.3 using the 'fantastico' tool provided by simplehost.com. 

After install, all seems well except I get this error when I attempt any upload:

Warning: move_uploaded_file(./albums/edit/mHTTP_temp_4144b814.jpg): failed to open stream: Permission denied in /usr/home/douglas/public_html/test/cpg/upload.php on line 1197

Not being fluent in php, looking at the code didnt help.  I suspect its a file permissions problem?

Any help would be appreciated.  Hoping to move off of my 4Images photo gallery.
