undefined variable CONFIG in displayimage.php

* Notice line 63: Undefined variable: CONFIG

In displayimage.php function html_picture_menu() the variable CONFIG is not global.
This caused that the "edit pic" link is never shown for normaly users.

Fixed. I also got rid of some other error notices.
