Moved Gallery to New Server and now I encounter uploald delays. Why?

I recently changed servers and had to move the entire gallery folder to the new server. The entire transfer was perfect but there are two things that concern me. One is that I use the "-" character in all the gallery descriptions but on the new server they were changed to " ? ?" why is this?

The other problem I encountered was that the upload time is longer than normal. It's not a server issue so how or what is causing the upload time to be longer than normal. It takes are 10-30 seconds to upload 1 image. this is not normal.

Please respond to me as I really need to get this gallery fixed ASAP.
