can't get to usermode

I have searched and read a multitude of posts and still can't seem to solve my problem.  When I login (I am admin), I can't switch to user mode, even though it says it is switching.  I really think my cookies are fine, as it worked perfectly at first.  Sometimes it won't let me log out, other times it will.  I went in and changed the cookie name--then it worked at first, then broke again later that day.  BTW, when I login, it places me in admin mode automatically--it used to start in user mode.  I just downloaded and installed last week, so I presume I have the latest files.  

Any help will be greatly appreciated.
