Upload to public albums

I have read all posts about adding pictures to public albums and everybody gets the same answer, do this and do that but I haven't seen any that says the problem has been solved  . I have done the same suggested things over and over again and nothing seems to help. I do NOT see the Album properties! The documentation also says, do this and do that but like I said, even if you do that it will not work.
If this many people have the same problem, why not have this as a default value that you can change of you don't want people to upload to public albums?
Anyway, if anyone has a solution to this huge problem, PLEASE let me know before I delete Coppermine and use something else less confusing  :-\\

The album properties button is always there, regardless of config settings. Make sure that you are logged in as admin and in admin mode. PM me a link to your site and admin login if you like.

Solved. gehrle only had categories, so no albums on which to set properties.
