How can I make it where when users upload a file, it requires an upload approval before posted in the gallery? And it publishs to the "User Galleries" category?

Read the docs.  It is explained there.  Try the 'groups' settings.

It has been a long time now since I did my little bit here, and have done no coding or any other such stuff since. I'm back to being a noob here
