Groups options not displayed in admin

hello. i am unable to input any options in admin for groups. I can see all of the option headings (e.g. Disk quota, Can rate files, Can send ecards, Can post comments, Can upload files Pub. Upl. approval (1), Can have a personal gallery, Priv. Upl. approval (2), Upload form configuration, User may customize number of upload boxes?, Maximum/exact number of file upload boxes, Maximum/exact number of URI upload boxes) , but with the exception of the disk quota fields, no other fields are displayed/editable.

everything else seems to be working fine. i'm using 1.3.2. please help. thank you.
