Please read the documentation.  That setting is in the groups control panel.

I guess you didn't bother to RTFM like I asked you to.  It's pretty specific.

Groups -> Whatever group you are talking about -> Pub/Priv Upl. Approval

If "priv. upl. approval" is set to NO, files uploaded by members of the group in albums created in their own gallery won't need to be approved by the admin.
