No input file specified.

I just downloaded the latest version of Coppermine.
However I am unable to do anything with it because no matter what I do I keep getting this error "No input file specified" on a blank page.
I did try to change permissions from 755 to 777. It didn't make any differnce.
Any advice will be greatly appreciated.
