. Please re-phrase it. I can't think of anything else we could do for you at the moment. You'll have to find out for sure if your webhost allows file uploads.
The only thing left to do is try the upload troubleshooting tutorial (link to tutorials at the top of this page) and do as suggested there, maybe the additional information gives you a clue (but probably not).

Ok, I ran into this problem as well.  Its to do with php and permissions.  I just set a new temp directory for php to use as tmp uploads and chmod'd it to chmod -R  777 /directory/

Here is what I had to edit in php.ini:

Then after saving, restarted Apache and I was in business!
