ok. heres the deal.

apparently this problem is only with computers on my connection, cause ive asked other people to do it and they've had no issues. i am in iraq, on decent military internet, but havent had an issue with cpg until today.

when i try to login using coppermine, it takes me to the forum login screen, i input my info, then press enter.
it then takes me back to the cpg screen with LOGIN still visible.
i then press LOGIN and then it tells me i am already logged in, now showing the admin panel with LOGOUT [IROC42]
i then click on either UPLOAD FILES or CONFIG i then get the error message of not having enough privilages.
but i am able to click on every other option.

i am literally near tearing my hair out over this. i have cleared cookies more than once, rebooted, used diffrent browsers, checked the computer time, lowered my security settings, tested it on 3 different computers... and to no avail.. NO LUCK.
i am getting frusterated and i would really appreciate some input. it just boggles me that it was working fine until today when i was trying to upload files.

ok ive gotten it to the point where when i login, it takes me back to the logout look [LOGIN STILL EXISTS IN THE MENU], but when i click on any option, it has the appearance that its logged in. i can go to config now as well. only thing i cannot do is upload photos due to insignifficant privilages error.

well the solution you gave me, regarding the htaccess kinda worked. im able to upload images now. but the only issue is when i login, it doest say so right away. it still says LOGIn in the options. then when i click on it it says [THIS USER IS ALREADY LOGGED IN]

Doesn't happen for me when using the test user account you posted. Everything is working as expected. I recommend clearing your cache and reviewing your browser's caching settings.
