I (as admin) have created some albums and can upload to them just fine. I have created a group "power users" and have set the permissions so they can upload pics with no approval. However, when logged in as a power user, I can't upload pics to the albums...it says there are no albums where you are allowed to upload pictures. How do I set the permissions for the abums so power users can upload to them.

It sounds as if the individual albums are still set to 'visitors can upload pics' NO.  Each album you want other people to upload to, whatever there group, this must be set to yes.

In admin mode, go to each album, and edit the properties.
It has been a long time now since I did my little bit here, and have done no coding or any other such stuff since. I'm back to being a noob here

OK, that worked (thanks!), so now power users can upload. Is there a permission to set that will allow power users to delete a picture they have uploaded?

All albums are owned by the gallery admin, except the albums that exist with the category "user galleries", which are owned by the respective user. There's no specific "ownership" management inside Coppermine.
