I think it might have something to do with the Theme I was using, but I would appreciate any help in fixing this.  Below are some screenshots I took that will hopefully help in diagnosing the root cause.  What is strange, as you can see below is that only Config does not show up.  At the very least, if it was another field, I could change the theme to a supported one.

Pics aren't loading for me. Make sure you updated your theme as in the docs and are using 1.4 language files. Add ?lang=english&theme=classic to the end of your gallery url to check.

You might try clearing your cache and cookies.

I think someone had the same or similar issue after an upgrade.

So the real issue was what I originally suspected.  The theme I was using was not compatiable with 1.4.x. 

By doing what you suggested, I was able to manually change the theme used and access Config Manager to switch the theme used in my gallery.  That was a good workaround and I thank you for assisting.  My next task is to figure out how to update my theme to work with the latest version, but that is for another time.  Thanks again everyone!
